Get participants quarantined on the Nisa review board
get_quarantined_participants.RdFetches participants currently sitting on the Nisa review board, in the same renamed shape the roster ETL produces, so they can be bound onto the roster where their absence would do harm.
Quarantine is meant to keep incomplete rows out of reporting, not out of data collection. A missing School doesn't invalidate a survey response, but a participant absent from the roster is dropped from the Qualtrics teacher pickers exactly as if they were inactive – so the coach cannot submit for them at all, and that response is never created. The nightly tracker rebuild backfills a returning participant's completions from the raw survey data, but it cannot recover a response nobody was able to submit.
