Participant roster board ids

Board ids for the FY27 participant roster and the Nisa quarantine board that incomplete Nisa-synced rows are quarantined on. Before this existed the roster id was a bare numeric literal in two unrelated files, so a fiscal-year roll had to find both by grep.
